About the Land Development Agency (LDA)
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact.It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25 billion.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.
The Role
The Construction Manager role offers the right candidate a fantastic opportunity to contribute to a wide range of transformative residential and regeneration projects across the country throughout the development life cycle. This role works as part of the broader construction team and reports to the Head of Construction.
The ideal candidate will bring the technical and commercial acumen needed to deliver landmark projects – but just as important will be the ability to work as part of a team, stay adaptable, and meet the challenges of LDA’s ambitious goals.
Key Duties and Responsibilities- Lead residential construction projects during the construction stage and support development managers during planning and design phases.
- Manage technical consultants and design teams from a program and budget perspective.
- Organise and oversee project activities and coordinate with stakeholders (e.g. local authorities, utilities, partners).
- Develop and implement project schedules and monitor milestones.
- Ensure full compliance with contractor and consultancy agreements.
- Supervise compliance with planning conditions and industry best practices.
- Manage main contractors and ensure delivery of works on-site.
- Oversee and coordinate applications such as Planning Permission, Fire Safety Certs, and Disability Access Certs.
- Identify opportunities for cost savings through smart planning, design, and procurement.
- Align project work streams with the wider LDA team and strategies.
- Drive project delivery from investment planning to on-site execution.
- Manage budgets, schedules, and project reporting across various stages
- Minimum 5 years’ experience in a Construction Manager or similar role.
- Recognised third-level qualification in construction, engineering, or a related field.
- Excellent interpersonal and stakeholder management skills.
- Proven experience managing large residential or mixed-use developments.
- Strong understanding of Irish planning, development, and construction regulations.
- Knowledge of public procurement is an advantage.
- Familiarity with development viability and cost control is a plus.
