Appointment will be made on the Grade V Scale (€51,206 - €57,503, LSI1 €59,375, LSI2 €61,253) at a point in line with Government pay policy

Full-Time, 35 hours per week

Job Summary:

The position requires a strategic approach to the development of services and structures, embracing continuous quality improvement and technological development and the management of changes necessary to achieve organisational objectives

The Laboratory Specimen Reception Supervisor liaises with the individual scientific heads of department on matters clearly relating to individual laboratory specialties and with the Laboratory Manager on laboratory matters of a general nature.

Responsibilities:

Principal Duties & Responsibilities:

General Duties:

  • The duties of the Laboratory Specimen Reception Supervisor include appropriate duties assigned by the Directorate Support Manager, Directorate Business Manager, Laboratory Manager or designees (e.g. Chief Laboratory Scientist).
  • Many duties of the NGPS Laboratory Supervisor will have scientific and clinical impacts. It is expected that the Laboratory Supervisor will liaise with and consult scientific colleagues with the appropriate knowledge, experience and authority to optimise patient care.

The general duties include, but are not limited to:

  • Ensuring the workload is processed and managed appropriately on a daily basis and through work streams, ensuring all urgent samples and high acuity areas are prioritized.
  • Review rejected samples on a daily scheduled basis.
  • Supervise processes for dispatch of referred samples to other institutions where required.
  • Review sample delivery times and workflow in Specimen Reception.
  • Troubleshooting when there are queries and issues arising with clarity of requests or other technical problems. Liaising with requesters in matters of clarity of test requests and with scientific staff, as appropriate, and raising change requests against test directory.
  • Participate in the applications of the Quality Management System in Pathology and the requirements of ISO 15189.
  • Promote open communications and healthy working relationships.
  • Ensure business continuity of department with assistance from Directorate Management Team.
  • Assist and comply with directorate Health and Safety procedures.
  • Lead change management in relation to work flow process and staff change management.
People Management
  • Provide effective people management and performance measurement.
  • Manage the Medical Laboratory Aide (MLA) resources to ensure that optimal service delivery is being achieved within headcount, motivating and guiding individuals or groups towards hospital and departmental objectives.
  • Encourage, by example, a professional, punctual and dedicated team.
  • Organising MLA staff rosters and holiday cover, returning payroll information and sick leave reports to HR. This is done in liaison with Chief Laboratory Scientists where MLAs are assigned to individual departments/sections.
  • Ensuring all staff are trained and have signed off on documentation, training and competency logs as per ISO 15189 requirements. This is done in liaison with the Training Officer where MLAs are assigned to individual departments/sections.
  • Participate in the recruitment and selection of staff when required.
Service Delivery
  • Work closely with Management to streamline patient care processes and to implement changes in service provision as required.
  • Assist Management in ensuring that all hospital and departmental policies are implemented and adhered to by all staff in the Directorate.
  • Contribute to the development of the revision of polices, procedure and guidelines and be responsible with the Laboratory Manager and Chief Scientist for refining/creating departmental policies to cover the range of Specimen Reception responsibilities.
Core Duties
  • It is expected that the Laboratory Specimen Reception Supervisor will also at times participate in the core duties of the MLA, which are outlined below:

Specimen Handling:

  • Sample handling and dispatch, to include sample receipt, sorting, labelling, aliquot ting, storage and dispatch.
  • Requesting tests on samples received manually or electronically onto the laboratory’s information management system.
  • Use of centrifuge and separation equipment to separate serum, etc.
  • Archive and retrieve samples as required and maintain records.
  • Cleaning the laboratory and laboratory equipment as required, including the de-icing of freezers etc.
  • Monitoring of consumable supply stocks. Reporting stock shortages to senior laboratory staff and requesting stocks as appropriate.
  • Data entry
  • And other duties that are the responsibility of the MLA in the specialised departments

The range of work allotted to Medical Laboratory Assistants is not exclusive to them and may, at any time, be designated to other appropriate Laboratory Staff.

Selection Criteria:

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

  1. Professional Qualifications, Experience, etc

(a) Eligible applicants will be those who on the closing date for the competition:

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory

health agencies, or a body which provides services on behalf of the HSE under Section

38 of the Health Act 2004.

Or

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects

in the Department of Education Leaving Certificate Examination, including

Mathematics and English or Irish1. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

Or

(iii) Have completed a relevant examination at a comparable standard in any equivalent

examination in another jurisdiction

Or

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the

National Qualifications Framework maintained by Qualifications and Quality Ireland,

(QQI).

Note1:

Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable.

Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme.

The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.

Job Requirements / Desirable:

  • Leaving Cert level education preferably with a Science subject or relevant experience
  • Laboratory experience is essential
  • Relevant supervisory experience, specimen reception experience and computer skills are highly desirable
