Procurement Manager

The ideal candidate will have 5-7 years of experience in procurement, with a strong background in public sector procurement processes and compliance, and a proven ability to manage multiple tenders and procurement projects simultaneously.
Key Responsibilities:
- Manage the end-to-end procurement process, ensuring value for money and compliance with public procurement regulations.
- Lead and oversee multiple tendering processes for various projects, from the initial planning phase through to contract award and supplier onboarding.
- Take responsibility for project management of procurement initiatives, ensuring that all projects are delivered on time, within budget, and in alignment with organisational goals.
- Develop and maintain strong relationships with suppliers, stakeholders, and internal teams to ensure smooth project execution and the timely delivery of goods/services.
- Provide strategic advice on procurement strategy, sourcing, and risk management, particularly across complex projects involving multiple stakeholders.
- Prepare and present detailed procurement reports, ensuring transparency and accountability in all purchasing decisions.
- Ensure compliance with all relevant legislation, including EU public procurement rules, and manage risk across procurement activities.
- Monitor and evaluate supplier performance, managing contractual obligations and addressing any issues that arise during contract delivery.
- Identify opportunities for cost savings, process improvements, and efficiencies across all procurement activities.
Essential Requirements:
- A minimum of 5-7 years' experience in procurement, with at least 3 years in public sector procurement.
- Proven track record in managing multiple tendering processes and procurement projects.
- Strong understanding of public procurement legislation, including EU procurement directives and Irish public procurement policies.
- Experience in project management, with the ability to manage competing priorities and deadlines in a fast-paced environment.
- Excellent communication, negotiation, and stakeholder management skills.
- Strong analytical and problem-solving abilities.
- A relevant procurement qualification (e.g., CIPS, Level 6 Diploma in Public Procurement, or equivalent).
- Ability to work independently and collaboratively within cross-functional teams.
Desirable Skills:
- Experience with eProcurement systems and platforms.
- Knowledge of sustainable procurement practices.
- Experience in contract management and supplier relationship management.
- Formal project management qualification (e.g., PRINCE2, PMP) would be an advantage.
