The Role

PE Global are recruiting for a Senior Construction Project Manager for our biopharmaceutical client based in Dublin 15. This is an initial 12 -month contract role.

Job Responsibilities
  • Lead all construction activities across assigned capital and expense projects, ensuring safe, compliant, and efficient execution.
Manage construction methodologies, site logistics, contractor mobilisation, and sequencing of works.
  • Ensure construction execution aligns with project scope, design intent, and regulatory requirements.
  • Oversee construction readiness, permit to work systems, and coordination with Operations, EHS, Facilities, QA, and Global Engineering.
Safety & Compliance
  • Maintain accountability for construction safety performance in line with Irish legislation, corporate standards, and Good Engineering Practices (GEP).
  • Implement Construction Stage Safety and Health Plans under Irish Construction Regulations.
  • Lead safety walks, toolbox talks, and enforce site safety standards with contractors.
Project Management
  • Collaborate with project managers on construction scope, scheduling, cost estimation, and resource planning.
  • Identify and mitigate construction risks early, ensuring schedule and operational impacts are minimised.
  • Lead constructability reviews, value engineering sessions, and schedule optimisation initiatives.
Financial & Procurement Oversight
  • Support development of project construction budgets and ensure delivery within approved funding.
  • Review contractor proposals, negotiate packages where appropriate, and ensure compliance with procurement policies.
  • Track construction spend, labour productivity, and manage change control processes.
Stakeholder & Contractor Management
  • Oversee performance of main contractors, specialist subcontractors, and external consultants.
  • Lead daily/weekly coordination meetings and communicate site priorities clearly.
  • Mentor junior/intermediate project managers and construction coordinators within the team.
Start Up & Handover
  • Support commissioning, qualification, and handover of mechanical, electrical, process, and utility systems.
  • Ensure all construction documentation (redlines, as builts, O&M manuals, test packs) meets and regulatory standards.
Educations & Experience
  • Degree in Construction Management, Civil/Structural/Mechanical Engineering, or a related discipline.
  • Minimum 8 years’ experience as a Construction Manager or Senior Engineer within pharma, biotech, or advanced manufacturing sectors in Ireland.
  • Understanding of Environmental Health & Safety requirements including permit to work, method statements, risk assessments, incident reporting.
  • Demonstrated success delivering complex projects in live operational environments.
  • Strong understanding of Irish construction regulations, permitting, PSDP/PSCS roles, and safety legislation.
  • Solid track record of planning and managing construction schedules, logistics, and contractor performance.
  • Proven ability to lead multidisciplinary teams and influence cross functional stakeholders.
  • Excellent communication, leadership, and decision making skills.
  • Chartered Engineer (CEng), PMP®, or equivalent certification – desirable.
  • PSCS training – desirable.
