Position Summary:

To serve as the ADON of the 100 Bed Raheny Community Nursing Unit.
  • To manage the service delivery within the 100 bed unit in an effective and efficient manner.
  • To ensure compliance with all legislation relating to Residential Care Settings including the Health Act 2007.
  • To ensure compliance with the HIQA National Standards for Residential Care, Settings for Older People in Ireland.
  • To ensure the delivery of a quality service to residents.
  • To act as the Peron-in-charge (PIC) or Deputy Person-in-charge where applicable.

Responsibilities:

Principal duties & Responsibilities:

  • To be a highly competent, knowledgeable practitioner in the care of the older person.
  • To maintain a high standard of professional and ethical conduct.
  • To provide innovative and effective leadership, management, support and advice to nursing and allied staff at all levels.
  • To provide guidance to all staff in the implementation of the unit policies, procedures and guidelines.
  • To ensure compliance with Health Information & Quality Authority (HIQA) regulations.
  • To ensure daily activities are provided for residents in accordance with Best Practice and in keeping with Older People in Residential Care Settings and regulations.
  • To ensure nursing staff adhere to standards and guidelines relating to professional nursing practice and behaviour.
  • To ensure robust systems are in place for the management of complaints.
  • To ensure a high quality driven service in a home environment setting.
  • To act as the Peron-in-charge (PIC) or Deputy Person-in-charge where applicable.
Professional Practice:
  • Ensure that all requirements of NMBI for the practice of professional nursing are met and upheld.
  • Provide professional and specialist advice on the provision of a nursing service in the 100 bed unit.
  • Play a leading role in the formulation of specific policies, procedures and protocols for the unit. Ensure the implementation of same and review as appropriate.
  • Lead the development and introduction of nursing care plans based on a model of nursing that best reflects the philosophy of the unit.
  • Ensure the maintenance of a suitable environment for residents and staff with particular emphasis on health and safety matters.
  • Ensure the development of quality initiatives including clinical audit and standard setting.
  • Ensure clinical knowledge is up to date with current practice trends and research in order to ensure staff are providing the highest standard of evidence based nursing care.
  • Ensure the privacy, dignity and confidentiality of all residents.

Human Resource Management:

  • Play a key role in the interviewing and selection of staff for the unit.
  • Participate in the development and evaluation of orientation programmes, in-service training, and professional Development Plans of all nursing and care staff. Participate in nurse and health care assistant training programmes and any other programmes pertaining to future development in the unit as appropriate.
  • Maintain a high level of staff morale, promoting good communication team spirit and job satisfaction among the nursing, multidisciplinary and support staff within the unit.
  • Give support to nursing, care and allied staff as necessary and take action in accordance with agreed policy, if necessary.
  • Foster an environment which enhances the retention of staff.
  • Monitor and manage sick leave & absenteeism rates in accordance with Beaumont hospital policies.
  • Maintain relevant staff personnel records, sick leave, annual leave and study leave.
  • Implement systems for dealing with staff grievances, and the handling of disciplinary matters. Take a leadership and management role in relation to all such issues.
  • Ensure the verification of duty rosters for the purpose of salary returns.
  • Investigate and takes remedial action on all complaints incidents and accidents involving residents and staff.
  • Provide leadership for managers at CNM 2 and CNM3 grades. Assessing their management needs and devising individual plans to address any gaps in their management skill set.

Clinical Practice:

  • Support the team to assess, plan, implement and evaluate care and treatments with their specialist clinical knowledge and skills, using individual care plans.
  • Maintain confidentiality relating to residents and their families.
  • Adhere to Nursing care protocols, policies and procedures within the Unit
  • Demonstrate an overview of the care delivery within the unit ensuring that its aim is person centeredness and family involvement.
  • Complete annual report.
  • Establish, monitor, review and undertake QIP for yearly Resident Satisfaction survey.
  • Undertake QIP where appropriate.
Education:
  • Facilitate educational and support programmes for nursing staff and members of the multidisciplinary team.
  • Develop specific teaching programs specifically relating to the older person
  • Ensure education material is available.
  • Foster a close working relationship with Clinical Practice support to assess and devise education for all grades of nursing staff.
  • Assist in training nursing staff and members of the multidisciplinary team in changes in practice in the delivery of care.
  • Use relevant educational opportunities to maintain the highest standards of care to the older person.
  • Ensure staff attend mandatory education and training sessions.
Audit & Research:
  • Participate and oversee nursing metrics and other Audits relative to practice and implement and evaluate improvements in the delivery of residential care.
  • Identify service development needs annually and submit for service planning purposes.
  • Be aware of research and current developments in the care of the older person.
  • Initiate and promote research based practice.
  • Seek opportunities to initiate and undertake research projects within the speciality.

Clinical Governance:

  • Ensure that accurate documentation and record keeping is maintained
  • Demonstrate commitment to evidence based practice.
  • Participate in resident care licensing programmes and HIQA Audits.
  • Participate in all clinical governance matters with regard to the older person.
  • Participate in clinical governance meetings on and off site.
  • Implement the HIQA National Quality Standards for Residential Care Settings for Older People in Ireland.

Administration:

  • Lead and participate in meetings for Residents Quality & Safety Group, Residents Forum, Staff Meetings etc.
  • Gather and organise data for presentation and discussion with various stakeholders.
  • Ensure all relevant information is available.
  • Facilitate effective communication among participants.
  • Support the writing of business cases where nursing input is required and writing and presenting business cases to the senior management team for service development.
  • Be involved in business development across the division ensuring nursing is recognised at all levels of development.
  • Represent Director of Nursing where required.
Finance:
  • Identify anticipated pressures and potential efficiency savings.
  • Ensure that the services within allocated management responsibility achieve balanced budgets.
  • Support the Director of Nursing identifying Cost Improvement Programmes (CIP) and implementing financial recovery plans where necessary.
  • Actively participate in and lead the nursing procurement agenda supporting corporate projects when procuring supplies and equipment in line with the capital programme.
  • Be involved with senior management decisions on the capital programme for the organisation ensuring clinical engagement at all stages.
  • Assess and follow through on any aged debt queries.-

Personal Development:

  • Take personal responsibility for own professional development and updating
  • Undertake appropriate further training to enable her/him to practice within the specialised field of care.
  • Keep abreast of current trends and developments in professional matters and in the management of older persons.
  • Demonstrate a high level of interest in advances in the management of older persons. Attend appropriate study days.
  • Develop the required skills and knowledge to support the service needs within the scope of professional practice.
  • Review personal professional development plan and performance indicators with line manager.
  • Assist and be sure that all PDPs are undertaken within the unit.

Qualifications:

Selection Criteria:

Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post. Applications will be assessed on the basis of how well candidates satisfy these criteria.

Mandatory:

  1. Professional Qualifications, Experience, etc (see Note 1*).

(a) Eligible applicants will be those who on the closing date for the competition: (i) Are registered, or are eligible for registration, in the General Nurse

Division of the Register of Nurses and Midwives maintained by the
Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agus
Cnáimhseachais na hÉireann).
AND
(ii) Have 7 years post registration nursing experience consisting of at
least three years’ experience nursing older people in the last six years
and 3 years nursing management experience
AND
(iii) Are educated to Level 8 on the National Framework of Qualifications
(NFQ) maintained by Quality & Qualifications of Ireland (QQI) in nursing
or related field.
AND
(iv) A post registration management qualification in health or a related field.
AND
(b) Applicants must possess the requisite clinical, leadership, managerial and
administrative knowledge and ability for the proper discharge of the duties of the
office.
  1. Annual registration

(i) Practitioners must maintain live annual registration on the General Nurse

Division of the Register of Nurses & Midwives maintained by Nursing and
Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
AND
(ii) Practitioners must confirm annual registration with NMBI to the HSE by way of
the annual Patient Safety Assurance Certificate (PSAC).
  1. Health

Candidates for and any person holding the office must be fully competent and capable of

undertaking the duties attached to the office and be in a state of health such as would
indicate a reasonable prospect of ability to render regular and efficient service.
  1. Character

Candidates for and any person holding the office must be of good character.

PART 3

Staff
  1. Persons in charge
  2. (1) There shall be a person in charge of a designated centre.
(2) The person in charge may be the registered provider where the registered

provider concerned is a registered medical practitioner—

(a) who is solely employed in carrying on the business of the designated
centre concerned, and
(b) has not less than 3 years’ experience of carrying on the business of a

nursing home under the Health Act 2007.

(3) Where the registered provider is not the person in charge, the person in charge
shall be a registered nurse with not less than 3 years’ experience of nursing older
persons within the previous 6 years.
(4) The person in charge may be a person in charge of more than one designated
centre if the Chief Inspector is satisfied that he or she is engaged in the effective
governance, operational management and administration of the designated centres
concerned.
(5) Where the registered provider is not the person in charge, he or she shall
ensure that the documents specified in Schedule 2 are provided by the person
concerned.
(6) A person who is employed to be a person in charge on or after the day which

is 3 years after the day on which these Regulations come into operation shall have—

(a) not less than 3 years’ experience in a management capacity in the health
and social care area, and

(b) a post registration management qualification in health or a related field.

(7) Where the Chief Inspector is satisfied that no resident of the designated centre
concerned has been assessed as requiring full time nursing care, paragraphs (3)

and (6) do not apply to the person in charge of that centre.

Desirable:
  • Experience in long term residential care facility.
  • Level 8 Degree in management.
