We are delighted to announce that our client the Charites Regulator are currently recruiting for a Head of Digital and Technology. As Head of Digital and Technology, reporting to the Director of Business Services, this is a newly created role and will play a central role in the organisation by building our ICT capability to deliver our statutory functions as well as supporting the achievement of our organisations strategic objectives.

As Head of Digital and Technology, you will be the strategic architect of the Charities Regulator’s technology landscape. Your primary mission is to develop an effective and responsive in-house ICT function while taking a lead role the development our new Dynamics 365-based customer platform, due to commence development shortly.

The Head of Digital and Technology will be responsible for the performance, security, and strategic direction of the overall technology environment of the organisation and on-going management of its third-party service providers. Rather than hands-on technical tasks, the focus is on high-level governance, including directing a number of third-party Managed Service Providers (MSPs) to deliver optimum performance and security.

The Department of Justice’s Information Management and Technology Division currently manages and primarily oversees the Charities Regulator’s internal ICT systems, infrastructure and security responsibilities including provision and maintenance of office ICT hardware, network access applications, server support, cyber security / backups, wide area network and managed print and IP telephony services.

You will act as the key liaison with the Department of Justice on shared infrastructure and, in partnership with internal stakeholders and key vendors, have a pivotal role in the management of transition from legacy solution to the delivery and on-going support of our new (Dynamics 365 CRM-based) digital platform, due to commence development shortly.

The successful candidate will work closely with senior managers and employees across the organisation and collaborate with other public bodies and external stakeholders to support the Charities Regulator in delivering its strategic objectives

The duties and responsibilities of the successful candidate will include the following:

ICT and Digital
  • Working closely with the Director of Business Services to develop the ICT strategy for the organisation in line with the 2025-2027 Statement of Strategy
  • Leading on the ICT strategy implementation and oversight of the vendor management
  • Lead the design and development of digital solutions aligned with Connecting Government 2030.
  • Support development of data management capability and the use of data to facilitate insight-driven decision-making.
  • Work closely with Director of Business Services to the ensure organisation is operating with robust ICT infrastructure and explore optimum mechanism for delivery of ICT services
  • Ensure a strong cyber security infrastructure for the organisation in line with public sector standards and best practice
  • Support the Director of Business Service in meeting reporting and compliance obligations, including audit preparation, budget reporting, annual reporting, performance reporting, and other statutory or governance submissions
  • Monitor ICT industry trends and make recommendations for innovations and improvements
  • Develop or contribute to the development of ICT policies
  • Promote continuous improvement and organisational learning for matters relating to ICT
Service Delivery Management / Vendor Management
  • Own the day-to-day relationship with multiple parties including the third-party MSPs (for legacy system), acting as the primary point of contact and escalation.
  • Set, monitor, and report on service level agreements (SLAs), key performance indicators, and contractual obligations.
  • Lead regular service review meetings (weekly operational, monthly service, quarterly strategic).
  • Review and approve change requests, incident reports, and problem management outputs produced by MSPs.
  • Validate invoicing, consumption reports, and professional services quotes against agreed commercial terms.
  • Manage contract renewals, scope variations, and periodic market testing to ensure ongoing value for money.
  • Manage transition from current MSP to new system and management of appropriate exit strategy
Digital Platform/ Dynamics 365 CRM oversight
  • Take a lead role in the implementation of the new digital platform and ensure alignment with business goals
  • Act as the business-facing owner of the Dynamics 365 CRM platform, ensuring it supports operations effectively.
  • Manage timelines and budget of digital platform implementation and provide regular updates to the executive team on progress and performance
  • Manage risks, issues, and dependencies with clear and appropriate escalation as necessary
  • Ensure the platform’s compliance with relevant governance standards, security, data protection and GDPR in collaboration with DPO and Information Governance functions
  • Ensure the digital platform project is implemented and managed in line with public sector policies and standards
  • Develop and maintain the CRM roadmap in partnership with business stakeholders and the vendor’s functional consultants.
  • Prioritise and govern the pipeline of enhancements, customisations, integrations, and Power Platform.
  • Oversee release management, UAT, and deployment of CRM changes performed by the vendor.
  • Ensure data quality, security roles, licensing, and integrations are well managed.
  • Oversight of the ongoing performance of the digital platform and integration with existing systems
  • Drive continuous improvement through analytics, reporting and feedback
Azure tenant governance
  • Oversee the health, security, and cost of the Microsoft Azure tenant, ensuring the vendor maintains it in line with Microsoft best practice and the organisation’s policies
  • Ensure structures in place to monitor Azure cost management and consumption, verify variances, and ensure delivery of optimisation initiatives
  • Ensure identity and access management (Entra ID), conditional access, MFA, and privileged access are configured and maintained to agreed standards
  • Oversee backup, disaster recovery, and business continuity arrangements across Azure workloads.
  • Define governance and structures to verify architectural changes, landing zone updates, and significant configuration changes proposed by the vendor
  • Verify compliance with relevant frameworks (e.g. ISO 27001, Essential Eight, NIS2, SOC 2) as applicable to the organisation

About you

Essential experience, skills, knowledge and qualifications:

The Charities Regulator is seeking to appoint an individual who possesses the following, to a level appropriate to the role of Head of Digital and Technology
  • A relevant major qualification at level 8 or higher on the National Framework of Qualifications (such as Information Technology, Computer Science, Business Information Systems)
  • At least 5 years experience in a senior IT role, managing multiple projects with a range of stakeholders
  • with at least three years in ICT service delivery, governance support, business analysis, or project implementation
  • Knowledge and experience of dealing with complex ICT systems and interface with partner organisations and departments and managing external stakeholders.
  • Strong working knowledge of the Microsoft cloud ecosystem: Azure, Microsoft 365, Entra ID, Intune, and Defender.
  • Solid understanding of Dynamics 365 and the Power Platform (Power Automate, Power Apps, Dataverse).
  • Strong understanding of IT service management practice (ITIL-aligned incident, problem, change, and service level management).
  • Experience overseeing cyber security controls and responding to security incidents at a management level.
  • Strong understanding of digital transformation practices
  • Excellent IT skills
  • Have a proven ability to exercise sound judgement, analytical thinking, and decision-making skills
  • Excellent interpersonal and communication skills as demonstrated in your application, in comparison to other applicants.

Desirable experience, knowledge and skills:

  • Have previous experience of working in the public sector
  • Experience of digital platform implementation

  • Fluency in or a working knowledge of the Irish language is desirable, but not a specific requirement of this post
