Job Description:

IPS is hiring! We are looking for 2 talented Quantity Surveyor M&E to join our growing construction team to be based in Cork, Ireland.

We are looking to appoint a construction industry professional with expert knowledge on construction costs and contracts. In this role you will be responsible for managing all aspects of the contractual and financial side of construction projects and ensuring that they are completed within its projected budget.

The Quantity Surveyor assists with the valuation of construction works, bidding and project budgeting, and the submission of bills to the client, in addition to estimating services to projects and business development efforts.

Job Duties and Responsibilities

Key Responsibilities (including, but not limited to):

Cost Estimation & Budgeting:

  • Prepare detailed cost estimates based on project specifications and designs.
  • Develop and maintain project budgets for the full lifecycle, from design to handover.
  • Track costs and financial performance of the project, ensuring alignment with the approved budget.

Procurement Support:

  • Assist in the procurement process for materials, services, and subcontractors.
  • Prepare tender documents, evaluate bids, and assist in contract negotiations.
  • Ensure the procurement process follows industry standards and complies with company policies.

Contract Administration:

  • Assist in the preparation, review, and management of contracts and subcontracts.
  • Monitor the performance of contractors and suppliers to ensure adherence to terms and conditions.
  • Manage the variation process, including assessing and evaluating changes to contracts.

Cost Control:

  • Implement cost control measures to track and control project expenditures.
  • Monitor and report on variations from the original scope of work, recommending corrective actions.
  • Analyse cost implications of changes and provide recommendations for cost-effective solutions.

Risk Management:

  • Identify and assess potential financial risks on the project.
  • Provide advice on risk management strategies and mitigation measures.
  • Ensure accurate records are maintained of all financial transactions, and advise on financial forecasting.

Financial Reporting:

  • Prepare regular cost reports, cash flow forecasts, and financial statements.
  • Report on the status of costs, highlighting any potential overruns or savings.
  • Support the project team in preparing financial reports for senior management.

Collaboration with Project Teams:

  • Work closely with project managers, engineers, and procurement teams to ensure the timely delivery of projects within budget.
  • Provide financial advice and support to project teams, offering cost-effective solutions to challenges.
  • Attend project meetings to provide updates on cost-related matters.

Final Account Settlement:

  • Manage the final account process at the end of the project, ensuring that all contractual obligations are met.
  • Assist in the preparation and negotiation of final accounts with clients, subcontractors, and suppliers.

Compliance & Documentation:

  • Ensure compliance with relevant legal, regulatory, and contractual requirements.
  • Maintain accurate and up-to-date project documentation, including cost reports, contracts, and variations.

Qualifications & Requirements:

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field (or equivalent work experience).
  • Professional membership (e.g., SCSI, RICS) is preferred but not mandatory.
  • Minimum of 5 years of experience as a Quantity Surveyor within the EPCMV or construction industry.
  • Experience with cost estimation, procurement, and contract management.
  • Previous involvement in large-scale infrastructure or industrial projects is highly desirable.

Technical Skills:

  • Strong knowledge of construction contracts (e.g., RIAI, NEC3).
  • Proficiency in quantity surveying software (e.g., CostX, Buildsoft) and MS Office Suite.
  • Good understanding of cost control and financial management tools.
  • Knowledge of construction methods, materials, and procurement processes.

Interpersonal Skills:

  • Excellent communication and negotiation skills.
  • Strong attention to detail and accuracy.
  • Ability to work collaboratively in a multidisciplinary team environment.
  • Strong organizational and time management skills.

Additional Requirements:

  • A strong understanding of the EPCMV lifecycle, particularly in managing projects from design to commissioning.
  • Knowledge of industry best practices and cost-saving techniques.
