Health, Safety & Environmental (HSE) Lead

The Role:
The HSE Lead is critical to the delivery of Calor Ireland’s Safety Strategy with specific responsibilities to support Senior Management and Functions Heads to deliver Departmental Health and Safety Action Plans and assist in the development of health and safety management systems in accordance with the organisation plans and compliance with and adherence to legislation and agreed regulatory bodies’ processes and procedures and applicable ISO Standards.
This role will undertake incident investigations, audits and inspections and support with drafting and reviewing of related H&SE documentation and procedures. This will include providing technical assistance relating to process safety to Function Heads and Managers, to ensure that Calor workplaces are fully compliant with legislation and with SHV Energy Operational Discipline Process Safety (ODPS) requirements.
This is a key role within the QHSE function and the HSE Lead will be expected to contribute to the overall team effort and support colleagues across the company.
Main responsibilities:
- Safety Strategy: Drive the delivery of the health and safety plans, visible felt leadership (VFL) roadmap and safety improvements under the Calor safety strategy.
- Safety Audits: Undertake audits in line with agreed Audit Schedule at all Calor locations including where advised Customer locations. Complete audit reports and identify non-conformances and areas for continual improvements. Ensure corrective and preventative (CAPA) actions are identified, recorded, assigned and tracked for completion.
- Risk Assessments (RA): Support with undertaking and the review of risk assessments, including COSHH/Chemical Agents, maintain and improve mechanisms for risk assessment and disseminate feedback as appropriate
- Project Management: When required will support and take lead on HSE in relation to Continuous Improvement (CI) projects and, ensuring the realisation of project HSE results supporting business needs.
- H&S Training: Ensure H&S training as relevant to functions has been completed and training records available. Support on the delivery of Safety behavioural programs such as the Care programme. Ability to develop and deliver HSE training and programs, as required.
- Safety procedures: Develop and support the implementation of safety manuals, procedures, plans, checklists and other related safety documentation.
- Data Analytics: Maintenance of HSE databases to ensure information and data is uploaded, analysed, is current and maintained. Compile weekly, monthly and quarterly reports for Head of QHSE
- Continuous Improvement: Work with Calor Function Heads and Managers to drive safety, environmental and sustainability improvements by ensuring compliance with relevant legislation and deviations from standards leading to continuous improvement are detected and recovered.
- Incident Investigation: Undertake administration and investigation of related incidents/ accidents/events to determine root causes and implement corrective actions and prepare the required reports.
- Support: As directed by the Head of QHSE/QHSE Manager attend Calor workplaces, including other work locations to assist with the completion of related HSE functions.
- Communication: Support with the communication of HSE information to Managers and other stakeholders, as deemed necessary.
- Networking & Influencing: Build and maintain a network of relevant stakeholders / partners and ensure commitment and communication regarding Calor Ireland’s objectives in relation to the SHV HSE Standards and Safety related roadmaps.
- Stakeholder Management: Work closely with all Calor locations (Offices, Depots, Filling Plants and Terminals and Customer Engineering Department) to provide support on the control and management of contractors to ensure the appropriate compliance standard.

Requirements
The Person Specification:
- 3rd level qualification or higher in a health, safety and environmental related discipline.
- NEBOSH Diploma is a minimum requirement
- Comprehensive knowledge of COMAH and its application in relation to the Gas/oil industry.
- Minimum of five years’ experience of working in the H&S and environmental sector with responsibility for advising HSE legislation and related ISO standards and their application within the workplace.
- Confidence - Shows confidence in self and the ability to take on new challenges and ask for support as required to deliver plans and Key Performance Indicators (KPI)
- Ability to meet your targets and those of the team as a whole.
- Ability to analyze and present HSE data, often under pressure and within tight time constraints.
- Excellent organisational skills and time management are essential.
- Excellent IT skills and good working knowledge of Microsoft based packages.
- Excellent communication and interpersonal skills, including the ability to explain technical health, safety and environmental concepts to non-technical users and present findings
- Develop and deliver HSE workshops.
- Strong focus on building positive relationships with colleagues and stakeholders.
- Have the ability to work with employees at all levels of the organization & other third parties.

- Hold a full clean driving license (that is recognized in Ireland) and be willing to travel to Calor work locations throughout Ireland.

- From time to time you may be expected to be part of special projects as are reasonably required for your job role.
Desirable
Experience of the application of ISO 17020 (Conformity Assessment – Requirements for the operation of various types of bodies performing inspections.
Undertaking Human Factors Engineering (HFE) assessments.
Manual handling Instructor
Internal Auditor and/or Lead Auditor qualification.
Interface with Regulatory Authorities including HSENI, HS&A (ROI), EPA/EA, and CRU
