Full Time 35 hours per week

This specified purpose contract is a Maternity Leave Cover for the role of Education, Learning & Development Co-Ordinator/Specialist. This exciting opportunity will be of interest to a senior professionally qualified manager with an interest in education and in advancing the hospital’s learning and development agenda.
Responsibilities:
Job Purpose- To improve the level of capability of all staff and service delivery in the hospital. This will be achieved through the effective development and delivery of high quality and relevant training, education, development and other learning activities.
- To support an integrated approach to education, learning and development activities aimed at meeting individual, organisational and professional needs in the context of Beaumont Hospital strategy (2025-2030), continuing professional development requirements and Health Service Reforms, etc.
- To continue to develop a Centre of Excellence in education, learning & development
- To continue to develop innovative learning and development delivery and administration systems
Key Activities
In conjunction with the Director of HR in conjunction with the Head of Learning and Development- To research, consult, develop and ensure the implementation of a hospital wide education, learning and development agenda to support business needs.
- To develop and implement systems/methods for the identification of corporate and individual learning and development needs
- To design, deliver as appropriate various learning & development programmes in areas such as (personal development, leadership skills, managerial skills) to all levels within the organisation.
- To identify needs and contribute to the design and delivery of various organisational development activities as required.
- To develop improved evaluation systems for L&D activities
- To provide advice to staff and managers with respect to education, learning and development
- To develop enhanced mechanisms for accessing various funding sources for training and development
- To lead and manage innovative programmes that will anticipate and respond to the learning and development needs of the organisation.
- To continue to develop the hospitals own capacity in the delivery of learning and development programmes
- In consultation with senior and line management, to develop, manage and implement an annual/multi annual learning and development plan linked to the service planning process.
- To develop and implement benchmarking systems in the area of learning and development.
- To manage the overall corporate learning and development resource allocation, to ensure that it is congruent with the learning and development plans and business needs.
- To develop links with education and training providers, academic partners and other relevant bodies
- To promote a culture of continuous learning within the hospital so that individuals and teams have the opportunity to develop within a clear organisation strategy.
- To contribute to the progression of personal development planning and career development to assist employees in meeting their career aspirations and their long-term development needs, taking account of the requirements of the organisation.
He/she will perform such other duties appropriate to the post as may be assigned to him/her from time to time by the Chief Executive or such other officer designated by the Beaumont Hospital Board.
Working Relationships:
The effective delivery of objectives will depend upon the development of positive working relationships with key stakeholders, e.g. Executive Management Team, Medical Executive, staff and management at all levels, staff representatives, DNE Region partner sites, Academic partners and Education and Training providers etc.

Qualifications:
Eligibily Criteria and personal Specification:
Work Experience- Experience in senior management role within the Health Service
- Experience of developing and delivering high quality training and education programmes to all levels of personnel within an organisation
- Project Management knowledge and skills
- Excellent communication, presentation and facilitations skills
Skills/Knowledge/Qualifications:
- Understanding of skills identification and competency development and application
- Proven ability to identify training needs within a complex organisation and translate it into an effective strategy for the delivery of training, education and development
- Proven ability to implement change effectively and efficiently
- Demonstrate the impact of good training, education and development upon effective service delivery through evaluation
- Communicate with and influence a wide range of stakeholder groups and individuals
- Preferably hold a qualification in Health Service Management/Education
- Highly competent communicator
- Highly developed influencing and negotiation skills
- Competent in IT skills
- Lead a team and work as an effective member within a team
