Senior Construction Project Manager

A global biopharmaceutical company is seeking an experienced Senior Construction Project Manager to lead the safe and compliant delivery of multiple capital and expense construction projects across Manufacturing, Laboratory, and Utilities facilities.

The role operates within a highly regulated live site environment and involves close engagement with senior leadership and cross-functional stakeholders.

Responsibilities
  • Lead all construction activities across assigned projects, ensuring safe, compliant, and efficient execution in line with scope, design intent, and regulatory requirements.
  • Plan and manage construction methodologies, site logistics, contractor mobilisation, sequencing, and construction readiness activities.
  • Maintain full accountability for construction safety performance in line with Irish legislation, corporate EHS standards, and Good Engineering Practices.
  • Implement and manage Construction Stage Safety and Health Plans in accordance with Irish Construction Regulations, including leading safety walks and toolbox talks.
  • Coordinate closely with Operations, EHS, Facilities, QA, Global Engineering, and project teams to minimise disruption to live operations.
  • Collaborate with project managers on construction scope definition, scheduling, cost estimation, and resource planning.
  • Identify construction risks early and implement mitigation strategies to protect safety, schedule, budget, and operational continuity.
  • Lead constructability reviews, value engineering initiatives, and schedule optimisation efforts.
  • Support development and control of construction budgets, tracking spend, labour productivity, and change control.
  • Review and evaluate contractor proposals, supporting negotiations in line with procurement policies.
  • Oversee and manage performance of main contractors, subcontractors, and external consultants through regular coordination meetings.
  • Provide mentorship and guidance to junior and intermediate project managers and construction coordinators.
  • Support commissioning, qualification, and handover activities for MEP, process, and utility systems.
  • Ensure all construction documentation, including as-builts, redlines, O&M manuals, and test packs, meets company and regulatory standards.
Requirements
  • Degree in Construction Management, Civil, Structural, Mechanical Engineering, or a related discipline.
  • Minimum of 8 years’ experience in a Construction Manager or Senior Engineering role within pharma, biotech, or advanced manufacturing environments in Ireland.
  • Strong knowledge of Irish construction legislation, permitting processes, and PSDP/PSCS roles and responsibilities.
  • Comprehensive understanding of EHS requirements, including permit-to-work systems, method statements, risk assessments, and incident reporting.
  • Proven experience delivering complex construction projects within live, highly regulated operational environments.
  • Demonstrated ability to plan and manage construction schedules, logistics, contractor performance, and site interfaces.
  • Strong leadership capability with experience managing multidisciplinary teams and influencing cross-functional stakeholders.
  • Excellent communication, decision-making, and stakeholder management skills.
  • Chartered Engineer (CEng), PMP®, or equivalent professional certification desirable.
  • PSCS training desirable.
