People Operations Manager

We are seeking a People Operations Manager who thrives in a complex, multi-jurisdictional environment, to lead HR service delivery across Ireland, the UK, and Europe.

You’ll oversee a talented team across multiple sites, ensuring operational excellence, robust compliance, and a seamless employee experience. This is a hands-on leadership role where you’ll combine people management, process optimisation, and data-driven decision-making to make a tangible impact across the employee lifecycle.

Responsibilities:

Team Leadership & Stakeholder Engagement
  • Lead and develop a high-performing People Operations team across Ireland and the UK.
  • Partner with People Business Partners and cross-functional stakeholders to integrate operational HR support with strategic initiatives.
  • Build resilience into HR operations through cross-training, flexible support models and proactive workload management.
Governance, Compliance & Data Integrity
  • Own compliance with employment law, GDPR and evolving EU directives across multiple jurisdictions.
  • Ensure accurate, audit-ready HR data and payroll flows, and lead continuous improvement in reporting processes.
  • Maintain robust HR systems, validation protocols and procedural documentation.
Process Improvement & Operational Excellence
  • Champion process standardisation, simplification and automation to improve service delivery.
  • Identify inefficiencies, resolve anomalies and implement preventative measures using data-driven insights.
  • Enhance digital HR tools and systems to create scalable, user-friendly processes.
Employee Lifecycle & Experience
  • Oversee onboarding, offboarding, rewards administration and lifecycle processes with a focus on compliance and engagement.
  • Support employee relations and provide accessible HR support across a dispersed workforce.
  • Foster a culture of accountability, responsiveness and service excellence across the People function.

Experience:

Required
  • 5+ years managing a HR operations team in a multi-site, multi-jurisdictional organisation
  • Proven track record in HR service delivery, process improvement and data integrity
  • Experience with HR systems, reporting, payroll data flows, and compliance across Ireland, the UK or Europe
  • Demonstrated ability to influence stakeholders and drive operational excellence
Desirable
  • Experience in construction, engineering, or other complex professional services
  • Exposure to continuous improvement, process mapping and RACI models
  • Leading teams supporting large-scale HRIS or payroll transformations

Qualifications:

Required
  • Degree in HR, Business or related field (NFQ Level 8 or equivalent)
  • CIPD Level 7 or Postgraduate HR qualification
Desirable
  • Process improvement, Lean, Six Sigma or continuous improvement certification
  • Training in employment law, GDPR/data protection, HR analytics
